Kingston residents who are on the housing register could be offered shorter housing tenancies as opposed to lifetime ones.
New legislation means that people could be offered different types of housing in different locations.
Any changes to the housing policy could be put in place as early as next year.
Councillor Frances Moseley, lead member for Better Homes, said: "The decisions we make on new social housing tenancies can have a major impact on people's lives and on the local community. We have the freedom to make a few changes or to give a preference, for example, to people in work or on low incomes."
People on the housing register will receive a letter of any changes and have until the 9th November 2012 to express any concerns.
