In recent news on the horsemeat scandal, tests for the horse painkiller "bute" in Findus foods have come back negative.
There were fears that beef products contaminated with horse meat could contain it.
It's potentially harmful to human health.
Alonso Ercilla, head of Kingston Trading Standards said: "It's a fraud problem, it's basically misleading the public."
"It's critically important people can rely on what it says on the packet."
"If it says 100% beef, then it's inexusable that it should be anything but that."
"It's quite sudden that they find that species within this, a test for a different species is a different one altogether."
