Dangerous Dogs

As someone who regularly exercises outside I'm used to being jumped on by dogs. So when I heard the government proposals to extend the Dangerous Dogs Act I thought I would find out more about them.
The proposals include compulsory microchipping of all dogs, the extension of the Dangerous Dogs Act to cover attacks on people such as postmen on private property, and compulsory third party insurance to compensate victims of dog attacks.
While the proposals seem good in theory I wonder how they would work in practise as I've actually been bitten 3 times by dogs as an adult. In my own case they all happened in public places. Two of the owners weren't in sight and the dogs ran away after they sank they teeth in me so it was impossible for me to find out who the owners where. The third owner refused to acknowledge her dog had did anything wrong and as I don't go around attacking old ladies I didn't take it further.
None of the dogs that bit me where in the dangerous breeds category and I know from my activities outdoors those dog owners with larger and more dangerous dogs are more likely to keep them under strict control. Therefore I wonder how this law would work in practise.
